PICT
Pairwise Independent Combinatorial Testing: Microsoft's free command-line tool that generates pairwise test sets.
Definition
You describe parameters and values in a plain text model file, add constraints for impossible combinations, and PICT prints a small set of test rows that covers every pair. It can also generate higher-order (3-way and more) combinations. It is open source on GitHub.
In practice
A model with Browser, OS, Language and Payment lines produces about 16 to 20 rows instead of 144 combinations.
